Introduction

In the ages before starships roamed space, the United States Navy required that each of its ships pass a series of tests or drills in order to become certified for sea duty. A starship, space station, or other vessel should also pass inspection before it is put into service. Each department, and ultimately the entire vessel, can earn its certification.

This series of certifications is to be earned through the efforts of the entire STARFLEET crew onboard a STARFLEET vessel (hereafter referred to as "Chapter").

The purpose of this program is to combine the efforts of STARFLEET crews taking Academy exams (SFA and/or SFMCA). In the past, members took classes individually for their own edification, receiving promotion points for earning each diploma. During this time, Officer Training School (OTS) and Officer Command College (OCC) were the only Academy courses that affected the entire Chapter. The Vessel Readiness Certification Program (VRCP) is designed to provide a platform in which STARFLEET members can pool their diplomas for the good of the entire Chapter.

Participation in this program is entirely voluntary, and is not required to hold any position in STARFLEET.

Application/Submission Process

The entire STARFLEET crew onboard a Chapter will fulfill the requirements by pooling their course completion certificates earned through STARFLEET Academy (SFA) or the STARFLEET Marine Corps Academy (SFMCA). The Chapter can certify one or more departments at a time. Once all existing departments on a Chapter are certified, the Chapter shall receive a STARFLEET Vessel Readiness Certificate, which may be updated as conditions on the Chapter change.

The Commanding Officer (CO) of the Chapter or a Designated Certification Officer should submit all applications on behalf of the Chapter. A completed Vessel Profile should be submitted with the first Chapter Department Readiness Application. You may submit one Department Readiness Application per department located on the Chapter that you are ready to certify or you may submit one Department Readiness Application listing all departments at one time you are ready to certify. Once all departments located on the Chapter have been readiness certified, submit a completed Vessel Readiness Certification Application along with a complete list of all earned certifications.

General Requirements

1. Note: "Any four (4) course completion certificates from the following:" followed by a list of Colleges means that the crew may submit FOUR (4) DIFFERENT course completion certificates from any of the listed Colleges or courses. Certificates must be different in the LEVEL or the COURSE. (No duplicate OTS, PD-100, etc. in the same department.)

2. Commissioned Chapters with ten (10) or more STARFLEET members onboard must submit FOUR (4) course completion certificates for each department. At least FOUR (4) crewmembers must be working together to certify the entire Chapter. This means that when it is time for you to apply for the final Vessel Readiness Certificate, at least FOUR (4) DIFFERENT crewmember names must appear on the certificates in your Chapter's files.

3. Shakedown Chapters (or Chapters-in-Training) with five (5) or more STARFLEET members onboard must submit TWO (2) course completion certificates for each department. At least TWO (2) crewmembers must be working together to certify the entire Chapter. Once the Shakedown Chapter commissions into a Commissioned Chapter, the vessel must re-apply and submit the additional requirements for Commissioned Chapter certification. All certificates will then be reissued with the Commissioned Chapter's name.

4. Course completion certificates will be accepted from any curriculum (past or present) from STARFLEET Academy (SFA) or the STARFLEET Marine Corps Academy (SFMCA).

5. If physical course completion certificates cannot be submitted for proof of course completion, the information must be displayed in the STARFLEET Database (http://db.sfi.org) as part of the crewmember's transcript.

To complete a certification, you must successfully complete four (4) items listed under the appropriate certification. Each course completion certificate may only be used ONCE per application.

Frequently Asked Questions (FAQs)

1. What if we do not have that department?

A Chapter does not have to certify departments it does not have (due to lack of members or by design) in order to earn the STARFLEET Vessel Readiness Certificate. Unmanned departments may be certified. Your departments must be listed in your Vessel Profile.


2. What if we have a combined department?

Combined departments may take half of their requirements from one department and the other half from the other department. (Example: A combined Operations/Security Department may choose two course completion certificates from the Operations Readiness Certification requirements and two course completion certificates from the Security Readiness Certification requirements.)


3. What if we do not have enough members in a department?

Course completion certificates may be submitted from members of ANY department to certify ANY department. If you only have one Medical Officer, course completion certificates may be used from other crewmembers to certify the Medical Department. This is a Chapter-wide effort, not a departmental effort. You may also certify unmanned departments for future use.


4. What if we cannot complete that many courses?

A required course completion certificate may be used to fulfill more than one certification. The Chapter does not have to earn course completion certificates for any course more than once. Just resubmit the course completion certificate for each relevant department certification for which the Chapter is applying. A good strategy is to collect all copies of all course completion certificates earned by all crewmembers onboard the Chapter. Make about three (3) copies of each. Lay them out according to department and mix and match until you meet the requirements.


5. May we send in identical course completion certificate packets for two or more department certifications?

The "course completion certificate packet" submitted for one department must differ by at least two (2) courses (one (1) course for Shakedown Chapters) from the "course completion certificate packet" in another application. (Example: A Chapter may not apply for both the Security Readiness Certification and the Tactical Readiness Certification with the exact same four (4) course completion certificates. At least two (2) course completion certificates submitted for the Tactical Readiness Certification must differ from the course completion certificates submitted for the Security Readiness Certification (Shakedown Chapters must differ by at least one (1) course completion certificate).) The difference in course completion certificates may be either a different choice in course or a difference in the crewmember who earned the course completion certificate.


6. We have two crewmembers who have course completion certificates from the same course. May we use both of them?

The two course completion certificates may be used to certify DIFFERENT departments. (Example: Two crewmembers took OTS. Both course completion certificates may NOT be submitted for a single department; one may be submitted for the Command Department while the other may be submitted for another department.


7. What happens if one or two crewmembers can certify most of the departments?

Course completion certificates must be submitted from as many different crewmembers as possible. A Commissioned Chapter should have at least four (4) different crewmembers working together to certify the entire Chapter. A Shakedown Chapter should have at least three (3) crewmembers working together to certify the entire Chapter. Although some specialized departments (Counselors, Medical, Security, etc.) might submit four (4) course completion certificates from one (1) person, if at all possible, course completion certificates should come from several members.


8. What about former members?

Course completion certificates may only be accepted from crewmembers who are currently members of STARFLEET. Once the course completion certificate is submitted and used for a department certification, it is valid even after the crewmember is no longer a member of STARFLEET. If you have a valuable former crewmember, it might be advantageous to get that crewmember to rejoin STARFLEET and show back on your Duty Roster, even if only by correspondence.


9. Is there a time limit on course completion certificates?

Course completion certificates may have been earned at any time in the past, by any current member of STARFLEET, from any department.


10. What is we find a new Academy College or course is not mentioned in the requirements for a department certification?

New Academy Colleges and courses crop up all the time. If you come across one that is not yet listed in the requirements, please contact the VRCP Director and the missing College/course will be reviewed to determine its correct placement in the program. If it does not qualify for a specific department, it may be used for the Education/Recreation (EDREC) Readiness Certification.


11. How do we keep up when the requirements are changed?

If any requirement changes have changed the way you want to divide up your course completion certificates, please submit an UPDATED Vessel Profile. (Example: You like the idea of an Intelligence Department but did not have it listed on your Vessel Profile as you originally did not qualify for this department or it was added to the program after you earned your STARFLEET Vessel Readiness Certificate.) NOTE: If you already received a Department Readiness Certificate, you do NOT need to update it unless you want to have it updated.


12. How do we update our existing departmental certifications?

A Chapter holding a STARFLEET Vessel Readiness Certificate may update departmental certifications as crewmembers rotate and new departments are formed. The Chapter does NOT have to start over from the beginning of the program.

A Shakedown Chapter that graduates into a Commissioned Chapter may update its departmental certifications by submitting the additional course completion certificates required for that department. Credit is granted for any course completion certificates already in the Chapter's file. A new Vessel Profile must be submitted along with the appropriate Department Readiness Applications.

If your Chapter has restructured (added/lost departments) and you want to update any of the departmental certifications already earned, submit an UPDATED Vessel Profile and indicate which departments are being added/updated/removed.

If your Chapter has been decommissioned and is recommissioning back into STARFLEET, the Chapter must start the VRCP process from the beginning.


13. We have certified all departments onboard our Chapter...now what do we do?

Once all of your departments have been certified, the Commanding Officer (CO) of the Chapter or a Designated Certification Officer will submit a list of all Department Readiness Certifications on the Vessel Readiness Certification Application and submit it to the VRCP Director. Although the Director has files on each Chapter in the program, sending a list of all certifications earned insures the official VRCP records for your Chapter are updated appropriately.
